In Võru on 21 November 1987. Members of the recently founded Club of Young Restorers «OTTO» begin to tidy up the wild and messy Fr. R. Kreutzwald park. Ain Saar is standing on the pedestal of Kreutzwald’s statue that has been taken away for restoration. The opposition of the authorities to the initiative has forced the young people into conflict with the ruling regime, and the Club cannot be registered. The youth decide to establish a non-formal organisation, calling it the Free-Independent Youth Column No. 1.
